He runs down the strip by the new condos at the Dynes then comes in my yard on Dynes Park looking for scrapes. He is very nervous and runs at any noise.

It really shouldn't be running loose, especially if it is pulling garbage out and making a mess. I am about a mile from that area, so I don't know the dog. If it is out of control then a call to the SPCA might have to be done.
With the coyote problem we have, you would think that dog owners would be a little more worried about letting a pet run loose.
A tip for keeping animals out of the trash, is spray the bags with anything high in ammonia they don't like the smell. I usually use windex and so far it's worked well.
