Concert promoters Chris Bell and Brodie Schwendiman told the HCA board of directors that although no performers have been confirmed, the concert could include local and international talent.
"We're hoping to have a maximum capacity of 5,000," said Bell.
Bruce Mackenzie, HCA manager of customer service and operations, said the promoters would likely pay a rental fee for the property instead of a straight cut of the concert revenue.
Bell said the HCA board will be notified in advance before concert performers are booked.
"We don't want somebody biting off lizard's heads," said HCA board member Tony Perri.
Bell said the concert could include "an open-ended group" of performers from various genres.
If the show goes on, the HCA plans to request an enhanced police presence at Beach Boulevard and Van Wagners Beach Road. The HCA campground, which is targetted for closure, is expected to provide overflow parking.
